I have PNG's that are being dynamically created every hour, and they are coming out as 64-bit PNG's. They do have transparencies in them, as part of the image creation, right now I do not need the transparencies in the final output of image (though maybe in the future). So I want to output the final composition as a 24-bit PNG.

This utility can be run on all Windows platforms. Just in case it isn't obvious: 32 bit* PNG files have an alpha channel (8 bit per R, G, B and A = 32 bit), 24 bit PNG file don't (8 bit per R, G and B = 24 bit).

thats created automatically 32 bit png image. You can save 32bit PNG in Photoshop CC. Choose File-Export-Save for Web (Legacy), and then choose Preset PNG24 and check Transparency box. Anyways, you can save any image with alpha channel, means with transparent background using photoshop. As you can see 8-bit/color RGBA is actually what Paint.NET calls a 32-bit PNG, because it's 8 bits per color * (3 colors + 1 alpha channel).
